Alright next question why does it seem that mysql did not install files the wiki says which should be on this file path MySQL development files
These files are shipped with MySQL Server, search for them at program files directory, MySQL\MySQL Server 8.0\lib / MySQL\MySQL Server 5.7\lib.

The path just ends at lib there is no MySQL folder after that for one reason or another
