Reading the wiki item instance is items equipped or in bag of a character. So id assume enchantment table would be empty unless there's an item with of the bear eagle etc on the player. That way the table can keep track of which enchant is on the item. Have you tried putting a random enchant item on the player and checked to see if it changes from 0 to a value?
