Playerbots uses normal player characters as bots while NPCBots uses creatures as bots. Playerbots has random bots, which will level up by killing stuff and completing quests, and that you can invite and do content with. It's like players running around your world but a little more stupid. You can also enable it so you can use characters on your own account as bots while you're playing. NPCBots "wandering bots" is more random, nothing that you can interact with or that sticks around. You spawn the creatures wherever you like and then you can hire them (For free or for a cost) and use them for content. Wandering bots are taken from available creatures and can't be used by you in any way while they're set to wander.

Playerbots would get equipment as they level up, NPCBots don't have any equipment so if you decide to start using them at level 80 they'd be completely naked to start with.
