so I got a bunch of sql files from this progression mod, they all sit in D:\Emulation\AzerothCore\azerothcore-wotlk\modules\mod-individual-progression\sql\world\base , does this mean they already applied? or I need to activate them somehow? Im asking because mod page describes "optional" sqls, but I cant figure out if they are applied from that folder or somewhere else

You can run them in heidisql or some other dbms program, or copy them into the directory described in the readme you posted earlier and they will be run the next time you boot up the worldserver
