They're set by pool. Each pool has a limit on how many can be up at one time, the same system is used for things other than these too, but ores and herbs don't use 1 pool per zone but is split among multiple pools. I don't know the specifics on how many of each should be up at one time but I also can't rule out the fact that something could've been done on your end to change the number.

Most of the old world has way too many spawned and the pools are in a horrible state, it's a known issue, just terrible to fix
