I did try and download some modules before compiling. That is my bad. I wanted to uninstall and do a fresh install but thought I would come here first - how much of the process do I need to repeat? Can I just bin the WOTLK and Build folders?

Just go to your modules folder and delete all modules inside. Then re-run cmake and build again. (Not re-build. You can, but it's not necessary).

Some of them are taken from the DBCs but it's still handled by the core. The core reads DBCs and manages the data and sends updated values to the clients (like it always does regardless of what the multipliers are).

I've modified the multipliers for mana/health regen by changing the functions the core uses to do so and have never had any issues with it.
