Anywho, its a nice Idea, but the instead of Horde --> Scourge and Alliance --> Legion, you should have it the other way around. Seeing the legion is mostly bulky both in architecture and races. While the alliance are more slim and they allready got the citys that the scourge turn into ruins.
Besides, from what races will you make the scourge? I mean I can see a human Death Knight/necromancer race and a zombie one. And maybe a skeleton seeing how they are now able to eqip gear. But what more?

Actually, Balnazzar has been slain according to the Lore. Isillien is dead. So the leader should be High General Abbendis, and propably will be when WOTL arrives. Hearthglen currently stands without a leader, so basically the only faction left is the Crusade of Tyr's Hand.
