have you checked "show already learned spells" on the trainer
only having max rank is normal for the martial spells

I checked and unchecked repeteadly. The thing is that the Rank 1 of Horn of Winter still appears as available to train even after learning Rank 2

Your prerequisites for rank 2 should include rank 1.
