Windows 10 you hold shift and right-click inside the folder and select `Open PowerShell window here` - no need to torture yourself with Windows 11 for that.

that said, I imagine it could be a defender issue flagging the worldserver as a virus, happens sometimes and will give you the access denied prompt until whitelisted
