You can and you can also use npcbots to run content. I do sometimes use them for raids if I feel like doing a 25-man but don't want to use all my characters for whatever reason. It's nice. That's whats great about AzerothCore, so many different ways you can adapt it to your playstyle.

Modules are great. Creating them isnt' that hard either, well depending on what you're after that is.
