should i understand it that if i got attack speed 3 its half of it (100%) and half of half of remaining (50%) ? so 1.125 ?

What os on your vps server? if its linux/ubuntu/debian ssh on that ip log in as a root user type this "sudo ufw allow 8085" "sudo ufw allow 3724" "sudo ufw allow 7878" "sudo ufw reload" then try connecting on that ip make sure you put that ip on "wtf" on client side.
