The entries stored in the database are for overrides and those that are there already are to fix issues.

I wondered as well, aren't the DB tables also convenient so that scripts can actually change the data, without having to change the dbc (and reload server)?

They are. A lot of the time people tend to want to change what also requires a client patch. In those cases people find it easier just to apply the same DBC changes on both sides. When I still changed stuff in the DBCs it was just easier for me to change the DBC rather than having to find a way to either straight up import the entries or figure out which column to write what to import the data from the DBCs.

some spells must be server side bcs dbc doesnt contain them or there is not enough data in it
