That is with a shaman. Shaman and warlock have their own version while all other classes orc supports has the same one. That's why there's 3 versions of the racial spell.

It doesn't scale properly when added to races that shouldn't have it.

You add the vendor flag to the npc (if it's not already there) and add items to npc_vendor. That's about it.
