The game is designed that way. It's defined in the DBCs so you would need to change those

Just for the record, skills have a class and race mask while spells typically does not. I imagine it's partially related to the fact that you learn skills from the weapon master regardless what class or race you are and without that mask it would have to be changed. Class trainer have a flag set that handles that instead.
