Compare adding the items you want to disabling every single item you don't want, I don't know personally.

I came up with a query against item_template that listed a good chunk of the items that were clearly not intended for players, and then added the result to the disabled items list. so it's could potentially be pre-packaged to include "everything but blatantly wrong stuff".
I thought about contributing my changes back, but was worried it felt too hacky.

If there's nothing to do there's no reason to update it, which could explain why there haven't been any recent updates. A change in how it works could always be a good thing and you never know if your work is good enough as-is or if it will need some cleanup or changes to be accepted until you send the PR.
