looking at the DB quest `11501` unlocks `11157`, completing this quest shows the quest on the NPC correctly

Thank you! That makes sense because players were unable to complete that quest due to a bug where the mobs turn hostile even if you use the spell associated with the quest. So players have been avoiding it.
