It seems the issue was the old_challenge_modes.conf.dist file. I had actually moved that into a different folder because I didn’t realize it was needed but then worldserver.exe wouldn’t load as it appears it’s a dependency.the challenge mode flag in that file was set to 0; I set it to 1 and now it appears
