you could inject a new frame that recreates those options if you are below 65, then have the options communicate over the addon channel to set the modes

I was unsure if the availability of the difficulty setting was defined via Lua within the client and if Warden could in that case change it.

yes its part of the ui so you could display the frame

I'm not sure if that is the one but it's the only one I can find in the client that even uses it but it could just as well be hardcoded into the client - I have no idea. Luckily I don't have to try to get it to work, heh.
