Even on the working desktop the local Address is not working if I try to use it to connect. I have to use the same address my friends are using to connect.

The dungeon finder was added in patch 3.3 along with ICC (changed from the LFG tool) when triumph and frost were the main emblems so the dungeon finder technically never had anything other than frost and triumph as their rewards in WotLk

What's your hosts lan IP and your desktops lan IP, and what have you set your localAddress ip to in the realmlist table?
