I have rerun cmake and clean build like 3 times now, not sure what else I can do. Might just be a broken module atm

There's a database entry you'll need to clear out to remove that error. Sounds like an incomplete module.

seem you had buff npc module and npc visualweapn modules before and removed them but the database entry in creature template still exists

Funny enough when I reimported the Buffer it cleared the error in visual studio
