I'd recommend to keep things low (ie, set a value to 3 rather than 30) and go from there. Changing the value and restarting the server is quick and easy
off the top of my head I have:
- reputation gains set to 5x, and I'll probably lower this to 3 soon
- skill gains set to 5x, and I'll probably lower this soon (maybe 2 or 3. need to increase gathering loot imo)
- xp from quests set to 3x
- gold from all sources set to 3x (so vendor sells and quest rewards, for example)

hello - noob question here: how do you make a custom creature only cast spells? this supposed-to-be mage class thing is using the 1h weapon instead of casting

Use SmartAI
Try out a template or example from one of the creatures already there. A lot of mage creatures have obsolete AI, though.
Try just adding castflag 64 to their main spell
