No, not quite. I load data from SQL tables and based on that data I change stuff. For example, if I grab a creature spawn from AC, insert it into my custom creature table and set min and max patch and the active patch isn't within the min/max it'll delete the spawn. The same goes for items, quests etc etc. What I'm missing is handling conditions, disables, loot, gossip and transports (so far) but those aren't possible to do. Loading custom loot tables and adding/removing items from an entry on startup isn't possible in the way I want to.

i mean source of it doesnt rly matter so just to be sure we mean same thing what i mean is that on startup there would be hook or something into loot store and u would add additional loot tables or modify existing ones
