I have and it doesn't change regardless. I haven't seen any router yet that changes the address just because the device is shut down for a period of time.

its quite common for a lot of dhcps actually to reset after a certain amount of inactivity

a router will assign a new lease to the same device if its lease expires and another device picks up that same lease. we use reservations for that very reason, or a static with an exclusion. then again i'm in NZ, we use NAT with ipv4 public addressing.

Several of my VMs have dynamic IPs and they never change. Yes, those VMs are shut down when I don't use them.
