I discovered this because I used Glitchy's model editor to convert my toon's belt and boots to the S1 Marshal's plate armor - to my pleasant surprise, they actually matched this reskin by default! So I am guessing that the belt and boots draw from the same resources.
However, the belt, when equipped, covers the legs in the same solid black as the neck, I assume this part of the texture was meant to be transparent as well.
The only other thing of interest is that the specularity (shinyness) of the shoulders and helm is gone as well. This is a far less 'urgent' matter of course but I thought it should be mentioned in case you looked at it again.
