so the way I read it, 2 is my 2nd spec, 1 is my first spec and that seems to reflect in character_talent as all spells there are mask with either 1 or 2

Yeah. I guess it should be 1 and 2 then if that's all you see, the wiki could be wrong as it is here and there.
