the characters are quite recently made, using an acore docker install that had well... a little bit of modding done to it. so i asked a friend to do his own fresh docker install and got the same "failed to open file" response

Um. You can still access it but it does require changes but it doesn't require a progression module to do.

Yes, if your addons are detected by the game, they'll be in the bottom left corner of your character select screen

Sure, but in my mind those changes would take the place of a progression module. So in stock AC, there's no way to really access that older content, only the 80-level versions

No, stock core you can't but you can if you change the content. It doesn't technically require a progression module.
