That wouldn't happen.. Yes, some content may not update properly but that wouldn't require any form of rollback but rather just an update and restart.

personally i would immediately rollback bcs i cant predict how long it will take to fix it

That happened with Blizzard and there were a lot of complaints but no rollback, just a fix eventually.

I remember back in vanilla where people were told by gamemasters, when they found exploits, not to abuse the exploit or they would be banned.

The only situation I can see that would justify a rollback is if there's an update to the core, the official repository, that breaks something crucial and it may be a while before it can be fixed.
