If they are accessible without copying them to the bin folder, yes. If it complains when you try to run them, you just need to copy those files to the same location as worldserver.exe.

Usually it's just three dll files required, the best way of knowing is starting them to see what they ask for.

You can avoid copying them if you add the path to them to PATH, but that's 100% not the case here.
