I believe it's a problem with DB. I have applied new default value but server keeps creating new channels on login with announce=1.

do you have PreserveCustomChannels enabled in the worldserver config?

"Default values" Are only used if there is no value at all inserted. Assuming the core sends it's own default, you'd need to change it in the core
