really? I thought I had seen a few that were at least 'mostly' playable though obviously the newer you got the worse that seemed to be

They aren't anywhere near functional. A portion of the expansion might be (e.g. starting zones), but building something like that would require building the core from scratch since the in game world was completely redone post-WOTLK.
