She just gives me the headless horseman one because I haven't been doing these quests. Is the quest named the same (of which I can only find one) or do you know the name of the other one so I can try it?

In Ogrimmar outside the bank are two NPCs that give a quest to come down and talk to her. That leads to a single quest from her to put out fires. The burning ogres work for that. Then you have access to two dailies and those don't appear to work

In Undercity it's a similar process, sends you to Brill, but there's no fires at all that I can find so you can't progress to the dailies.
