Is there a way to unlearn spells not available at my current level? IE if I was level 70, have reduced my level to 50, is there any way to remove spells above that level?

There is. You could create a module that'll loop through each spell the player has and remove those that are above a specific level. You will more than likely need to add a structure of all available spells since the spells themselves don't have a requirement, or load the spells from the trainers to get the required level and remove them that way.
