would it theoretically be easier to make some additions in the data for an alliance variant of each horde race and vice versa, and then update bitmasks apporpriately?

Any change would be difficult and need many core changes, but changing all content to allow all races would be easier and work without client changes.

Actually it maybe possible without core changes, but could be messy. You can just change faction for all alliance or horde friendly NPC to a neutral faction, change all quests that are alliance races or horde races only to all races, and that kind of thing.

I know some servers add new races to alliance/horde, that requires a lot of core changes?
