The despawn part seems weird indeed, i can't imagine it would do that quickly.
The chance of him spawning however is known to be very low.

My guess is the not spawning part got fixed by something else. I am going to try and get him to walk down the ramp the way hes supposed to it's a good exercise but if its a known PNA then I guess thats all I can do with it

I could think of maps being an issue when it comes to mobs transitioning from and to ramps/ground or water. But i'm not one to judge that for specific cases.

He does spawn when you kill mobs more the 60 seconds travel time away. How in a situation where there is no proof (no one writes down despawn times) do you decide something like this. To me it would seem like he shouldnt despawn till you could fight your way through all the mobs around him to get to him. If you spawn him from a distance you may have 4 or 5 fights to reach him
