if curse of agony has a 10% spellpower coeff per tick (allegedly) and EffectBonusMultiplier_1 is .1 then is it an override? and if so why is it not uniform for each rank

i read somewhere ranks before level 20 get severally penalized to deter using them for essential 0 mana

i suppose it could be missing from corruption rank 2, whether by accident or because of some strange database export failure
