ya he seems to jsut disapear after you pickup the first "colelct 200" quest

If you are use Individual Progression, some NPCs in Cenarian Hold are tied to progression and only appear after Nefarion is defeated. I think from what you have been sharing you have defeated BLW though, right? It is possible there is a bug.

got this and the quest to colelct 200 silithis fragments, got halfway throug hthat, logged for a bit, came back and got the rest and hes gone
