Found the root reason: The spell in SkillLineAbility.dbc was under the Arcane skill line, which was exclusively for mages.
So I created a new Skill Line in SkillLine.dbc and SkillRaceClassInfo.dbc and moved all the teleports under that Skill Line in SkillLineAbility.dbc. Then I changed the trainer type of all portal trainers to profession and removed the condition that hid the "train me" option, so now I can ask them to train me and they'll show all available spells (which will only be the teleport on non-mages, and the teleport and portal on mages)
