No, you can use higher numbers. I'm not sure if you could assign users a higher security from the console since it's set at a specific level though.

I imagine the console has either security level 4 or 5. I can't seem to set an accounts security level to anything above 3 from the console which makes me think the console is either level 3 or 4, meaning you can't set an account to the same or higher level. I haven't looked into exactly what level the console is, but you can set the gmlevel in the `account_access` table of the auth database manually anyway.
