List the mounts by faction, and list the mounts that the player already knows.
Then I would more simply make an nested query between characters_spell -> characters -> account
To get the guid and then the account_id but I found that it was too much data processing, while there I only store the spells that are filtered through my listing of all mount.

But everything is already listed
Spells -> Spell.dbc (serverside)
Player spells -> character_spell
characters -> characters
