The cpu usage relies a lot on what's happening, which is why I'm not sure about the number really.

True, 120 players all spamming aoe on multiple targets in the exact same spot can be trouble.
While 1000 players not seeing each other or just a handful of mobs/players each, all in open world maps will be no trouble at all.
