no stats are not dependant on the itemlevle
item procs are spells

Ya, more wondering if there is any way to bulk update the stats, imagining there isn't, but mostly asking in case anyone else knows tricks etc

Of course there is. It's SQL so it's very possible.

I guess a better way to phrase the question would be "is there any way to actually calculate the amount of stats increased by an ilvl change and apply that to items in bulk as part of a script" - Obviously there is with enough effort/coding; but I'm more asking if anyone has done any legwork or anything that might be able to springboard the process ^.^

Not that I know of. You could always research heirlooms, see how their stats are calculated and work off of that.

I don't think their item level changes but it's a way to change stats based on level, which could just as well be based on item level.
