More along the ad-hoc distributed server idea, it was a provocative thought experiment to remove the need for a central server (drama, DDOS, outages, shutdowns) and allow users to play with who they want, or on public nodes, that aren't dependent on the server operators themselves to continue to enjoy their characters or their progress.
Obviously a system that stores the character locally in some fashion is ripe for abuse, but it would allow you to choose who you play with, in a similar way to games like Diablo 2, where you can either play on Blizzard's servers, or play 'offline' or on a local network (or direct connection) with friends.

I agree that this sounds like a really cool idea. But yeah the abuse thing... I guess it would end with tons of players cheating the best gear to pvp and others just leveling a few alts for fun. But the reason to raid would be nearly non existant as it would be way to easy to just give yourself the items.

Right, but you could spin up a password-protected node, or just play directly with your friends if you want to avoid the people who cheat or modify their gear/stats.

With an offline Diablo 2 character, you can use apps that modify your character save file in this way, but it's not a huge deal because you choose who you play with anyways when not connected to a server, and those characters exist independently of characters on a server.
