Making your fork public is the best option. You would not only need to strip the DB, but cpp boss and world scripts, too.

There are ways to add your work to the AC catalogue, by adding certain tags on github. Feel free to check it on azerothcore.org

there's a few hardcoded special cases you'll notice: a lot of zone-specific stuff, the deserter debuff. I believe dueling also makes assumptions about spell ids
