Yes, but single core performance matter more than the number of cores. 4 cores is enough but the higher clock frequency the better.

I don't know what your expected numbers are in terms of bots. I wouldn't expect to run a lot with shared cores, especially since the server wouldn't be able to use 8 to begin with.

A friend of mine also has a vServer on Windows with 8 GB RAM and 4 vcores and it runs very stable for him
I think I would go for 500 bots maximum 1000 if possible.
