Well there are bonfires in zones that each have an npc who handles the ignition etc of the fire and applies the buff to all players in each zone if the fire is burning via ScriptedAI. So I Set them active in the script, this only has an effect if the creature‘s grid is loaded

what i want to say is that if i turn off preloading then i would expect that they are not preloaded so then u can say "turn off with exceptions"
