two use cases for `mod-autobalance`:
- i want to be able to refresh the level and stats of all creatures in the dungeon when the config is reloaded
- i want to be able to scan all the creatures in the instance to find an average level. then adjust level up/down around the player level. so that you have some higher-level and lower-level creatures, instead of them all being your level.

yes you should be able to do that from the server, determining when to do it though is a different story
