It's used to override entries for the server, not the client. A lot of the DBC files do require both the server and client to be changed which means it makes more sense to just edit the DBC files on both sides.

ok, so what I am trying to do I guess is store the DBCs in SQL and when I do a build of the server/client re-build the DBC using SQL as the source in my CI tool
