Ok so, that person needs quality/price (good quality for low price) , well.. use AC to create your own private server , it has everything I've said before with a complete and quick guide on how to install/run at no cost at all. Good and free code, sounds a deal to me
Could be no the best in code quality but it has a valuable team that is constantly improving it and... it's free
