In my opinion, there is no need for the damagemodifier column to be different from 1, what do you say?

Afaik damagemodifier takes into account the template's attack power modifier as well

we are actually testing attack power effects on melee dmg and it seems to change nothing (on normal hits)

I am unsure, but you could test with an npc using a physical spell using wepdamage or something similar and check if anything changes.

Also, since we're talking about low level instances, should white hits (normal auto attacks) never miss a high level player? Currently if a level 40 creature attacks a lvl 80 player character, ~~all ~~ most of their spells will miss/be resisted but all the white hits will go through. I don't remember this being the intended behaviour but I did not research it enough to open an issue. If you guys are interested in that I will start looking for proof and open one.
