i'm not sure if the feeling is right, maybe blizz increased the gem drops on mining with tbc for jooling

but iirc back then it was never 15%, more like 1 gem / 60 ores

so if its 1-4 ore per mining => 2,5ø => 1/(60/2,5) => ~4%
